DIPPER
If we speak in the context of cricket it is defined as the ball which sharply dips into the batsman.
Generally the word dipper is used for incoming deliveries known as In dippers which sharply deviates or swings or seams or cuts into the batsman.
Generally it is not a particular delivery just like swinging, seaming and cutting deliveries. But it is a part of swinging, seaming and cutting deliveries.
An In dipper can be a sharp In swinging delivery, sharp In seaming delivery and can be a sharp off cutter. Because of its sharpie character and dipping nature it is called as ‘Dipper’.
IN SWINGING DELIVERY AS A IN DIPPER
If a normal or reverse In swinging delivery swings sharply into the batsman which seems to be un playable then it is called as a swinging In dipper.
IN SEAMING DELIVERY AS A IN DIPPER
If a normal In seaming delivery seams sharply into the batsman which seems to be un playable then it is called as a seaming In dipper.
OFF CUTTERS AS A IN DIPPER
If an off cutter delivery cuts sharply into the batsman which looks to be un playable then it is called as a In dipping off cutters.
NATURE OF THE PITCH
Some times nature of the pitch helps the ball to dip sharply into the batsman. Like presence of big widely opened cracks on the pitch helps the ball to deviate sharply into the batsman.
That is when the seaming or swinging or cutting delivery hits the edges of big widely opened cracks the ball gets sudden sharp deviation into the batsman or away from the batsman which nearly becomes un playable.
Example
A big hard cracks can be seen generally in Australia. Especially the pitch at Perth which is the world’s fastest pitch has large hard cracks.
Some grounds in New Zealand and South Africa also have good cracky pitches.

i think the dipping deliveries can be seen by spinners more than seamers,
when spinner bowls ball will be spinning more rotations per second than the ball bowled by seamer.
it is Due to Magnus effect, the ball dips more and pitches little shorter than batsman expected and produces more bounce,
Dipping can be achieved by seamers also, but their action has to be sling action like malinga of srilanka, Same grip of Inswing with the sling action like malinga might result into ball swinging downwards there by producing DIPP and then the more bounce.
